Purchasing

Note to Vendors

Our vendor application is for payment processing as well as notification of upcoming bids or quotes. For more information on becoming a City vendor, see the "Vendor Guide" link below.

Our sealed bid threshold is currently $50,000.01, and is awarded by City Council generally to the lowest responsive and responsible vendor who meets all the specifications and/or qualifications for the commodity or service being offered.

Verbal telephone/email quotes are solicited for items from $2,500 - $5,000. Written quotes are requested for items between $5,000 - $50,000, with City Council approval on all acquisitions over $35,000. It is the vendor’s responsibility to maintain contact with individual departments for purchases under the formal bid threshold.

Bid Openings

All bid openings are open to the public. All interested parties are welcome to witness the bid openings at the stated date, place, and time. There is no determination of award made at that time.  Sealed bids, proposals, or replies that are received pursuant to a competitive solicitation are exempt from F.S. 119.07(1) and s. 24(a), Art. I of the State Constitution until such time as the City provides notice of an intended decision or until 30 days after opening the bids, proposals, or final replies, whichever is earlier.
A recommendation is made to the Sebring City Council, who makes the final determination of award.

All bids are subject the public records law pursuant to Chapter 119, Florida Statutes.
