Pursuant to Executive Order 11988 and 44 CFR Part 9.12, a final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program. An initial disaster-wide Public Notice was published October 06, 2017 for Hurricane Irma. Comments and other information received were fully evaluated by FEMA along with the evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. Location of Proposed Work: SW Lakeview Drive Sebring, FL (27.49750, -81.47652).
Floodplain: Project is located in Zone AE, per Highlands County FIRM Panels #12055C0226C dated 11/15/2018.
Proposed Work and Purpose: As of the result from damage of Hurricane Irma, the City of Sebring will replace dock bumpers, guards, spacers, decking, and piling. Metal structure over generator was replaced. Sand will be replaced on the north and south beaches to backfill washouts. The parking lot will be backfilled, topped with asphalt and riprap will be placed along the lake bank. Work will return facility back to pre-disaster condition.
Project Alternatives: The alternative that has been considered is the no action alternative. With the no action alternative, continued negative impacts on residents and the community may be experienced. The facility is a park and boat ramp that provides recreation to the public as well as access to the lake. Alternate locations were not considered as the facility is functionally dependent upon its location within the floodplain.
